Angel Yopa Persis is a dedicated Project Management Professional (PMP)® with over a decade of experience leading transformative projects in climate risk adaptation, financial inclusion, gender equality, and social impact. As the Projects and Monitoring Lead at Agro Consortium, she has driven initiatives that expanded the insured farmer base from 200,000 to 700,000 and grew regional operations from one to five offices, showcasing her ability to manage large-scale, high-impact projects.
Angel holds a Bachelor’s degree in International Business and is pursuing a Master’s in Business Administration at Makerere University Business School. She also has specialized training in Monitoring & Evaluation and a Certification in Insurance Proficiency, equipping her with a robust skill set to lead strategic initiatives.

Angel’s career spans impactful roles with organizations like Mercy Corps, Marie Stopes, and GOAL Uganda, where she led projects in behavioral change, clean energy adoption, and rural development. As a consultant with Crosslinks Consults, she enhances visibility for organizations in the project management space across Uganda and East Africa. Her entrepreneurial ventures, including Lily’s Bakery and an NGO empowering young girls in culinary and business skills, reflect her commitment to sustainable development and women’s economic empowerment.
